About IDCP
The Islamic Da’wah Council of the Philippines (IDCP) is a federation of 98 Muslim organizations formed in November 1981 and registered with the Philippine Securities and Exchange Commission in January 1982. It is accredited as an Islamic religious non-government organization by the Department of Social Welfare and Development, and its work spans da’wah, education, an annual Ramadan food aid program, a qurban program, and medical missions alongside halal certification.
IDCP began verifying the halal status of food and non-food products in 1987, after Philippine exporters sought endorsement for shipments to Muslim countries, and formalized its certification policies in 1995. Its halal committee was built from specialists in food technology, manufacturing, chemistry, and biology working with a fatwa committee, and the council reports having certified more than 1,500 companies in the Philippines and abroad. Its training program serves manufacturers of food, flavorings, packaging, pharmaceuticals, cosmetics, personal care, and household products, as well as logistics, storage, and hospitality businesses.
The council holds a landmark place in Philippine halal history. In Islamic Da’wah Council of the Philippines v. Office of the Executive Secretary (G.R. No. 153888, 9 July 2003), the Supreme Court struck down Executive Order 46, which had handed a government office exclusive authority to issue halal certificates, ruling that classifying food as halal is a religious function outside state control. IDCP has been a member of the World Halal Council since 2000 and has held its presidency, and it belongs to RISEAP, the regional Islamic da’wah body for Southeast Asia and the Pacific.
