About HDIP
The Halal Development Institute of the Philippines (HDIP) is a nonprofit Islamic religious organization established in 2008 in Davao City to advance Philippine halal products. It is staffed by Filipino Muslim religious and technical personnel and maintains a certification office in Cubao, Quezon City, from which it serves clients across the country.
HDIP certifies food and non food products, beverages, pharmaceuticals, personal care products, warehouses, and packaging materials. The institute assesses applicants against its own documented procedures and standard, which it aligns with food management systems. Within the Philippines it is accredited by the National Commission on Muslim Filipinos (NCMF), the government agency responsible for accrediting halal certifying bodies in the country, and it is counted among the NCMF accredited certifiers whose work supports both domestic and export markets.
The body’s international standing rests on a set of cross border recognitions. HDIP is listed on the February 2025 edition of the register of halal certification bodies recognised by JAKIM, the Malaysian halal authority, one of three Philippine certifiers on that list. It also holds mutual recognition with CICOT in Thailand. In February 2026, HDIP signed a recognition agreement with BPJPH, Indonesia’s Halal Product Assurance Organizing Agency, in a ceremony witnessed by the Philippine Embassy in Jakarta. HDIP is a member of the World Halal Food Council, the International Halal Authority Board, and the Philippine Chamber of Commerce and Industry, and it hosted the World Halal Food Council Assembly 2025 in Manila.
