LLC "International Center for Halal Standardization and Certification" (ICSC Halal)

LLC “International Center for Halal Standardization and Certification” (ICSC Halal, known in Russian as MCSiS Halal) is the Moscow based halal certification body of the Spiritual Administration of Muslims of the Russian Federation and the Russia Muftis Council. Its roots go back to a halal department created within the Russia Muftis Council in 2002; the legal entity was registered in 2007 and took its current name in 2011. Its halal certification system was registered with Rosstandart in December 2011, and the body reports more than 300 certified companies, with around 40 clients exporting to Muslim majority markets.

The center certifies meat and poultry, food products, logistics and transportation services, and hotel and accommodation services. It audits against the HALAL-PPT-SMR standard covering production, trade, storage, and distribution, and against SO RMC 410:2014 for hotel services, with a quality management system aligned to GSO 2055-2:2021, UAE.S 2055-2:2016, and OIC/SMIIC 2:2019. Certification follows a four stage procedure of application registration, enterprise inspection, certificate issuance, and ongoing inspection control, and certified clients include major Russian producers such as Miratorg, Cherkizovo Group, and Damate Group.

International reach expanded through Gulftic-ICSC Halal, a joint venture formed in 2017 with the UAE certification firm GulfTIC, which secured accreditation from the GCC Accreditation Center (GAC) and registration with ESMA in the United Arab Emirates, supporting exports to Gulf markets. On 19 October 2023 the center received recognition from JAKIM, the Malaysian government halal authority, under the leadership of director general Aidar Gazizov.
