About HSCS

The Halal Standards Committee of the Spiritual Board of Muslims of the Republic of Tatarstan (DUM RT) is the halal certification arm of the muftiate of Tatarstan, based in Kazan on Gabdulla Tukay Street. The committee states that it began its work in 1999, and in 2009 it registered a voluntary Halal certification system with Rosstandart together with the Test-Tatarstan methodological centre, re-registering an improved version in 2019. In March 2026 it became the first halal certification body in Russia to receive accreditation from the Federal Accreditation Service under GOST R 70402-2024, the Russian national halal standard drafted in Kazan with reference to GSO, SMIIC, and ISO/IEC 17065 requirements.

Certification covers 16 product and service categories, including poultry, beef, horsemeat, and lamb slaughter, confectionery, bakery and pasta, dairy products, oils and fats, medicine and cosmetics, and catering, hotel, and tourism services. Audits are handled by an expert department working alongside a dedicated sharia department and a standardization and certification department.

The committee holds accreditation from the GCC Accreditation Center for GSO and SMIIC schemes, from the Emirates International Accreditation Centre in Dubai, and, since April 2026, from Indonesia’s BPJPH, and it appears on the JAKIM register in Malaysia. It is a member of the World Halal Council and the Association of Halal Certifiers, maintains a public registry of certified companies, and promotes Tatarstan producers at events such as KazanForum and Gulfood. Abbyas Shlyaposhnikov has chaired the committee since 2021, succeeding Irek Ziganshev.
