About MUIS

Majlis Ugama Islam Singapura (MUIS), the Islamic Religious Council of Singapore, is the national statutory body for Islamic affairs established in 1968 under the Administration of Muslim Law Act (AMLA). Section 88A of AMLA vests MUIS with the sole legal power to issue halal certificates and regulate the halal industry in Singapore, making it the state counterpart of national authorities elsewhere in the region and a longstanding peer of Malaysia’s JAKIM, with which it maintains mutual recognition.

MUIS began halal certification in 1978 and today administers schemes covering eating establishments, endorsement of imported products, food preparation areas, poultry abattoirs, products and whole plants, and storage facilities. Certification is voluntary, but false halal claims are an offence punishable by a fine of up to 10,000 Singapore dollars or up to 12 months imprisonment.

Since 1 March 2008 MUIS has certified against the Singapore Muis Halal Quality Management System (HalMQ), a ten principle, systems based framework benchmarked against ISO and HACCP concepts. It works by identifying Halal Assurance Points in an operation and applying control, monitoring and verification to each. HalMQ became compulsory for all applicants and certificate holders on 1 January 2010.

The MUIS certification mark is accepted across MABIMS partner markets, namely Brunei, Indonesia and Malaysia, and in Gulf Cooperation Council countries under the GCC-Singapore Free Trade Agreement. On 1 October 2025 MUIS launched an enhanced recognition framework for international halal certification bodies, featuring digital applications, risk based assessment under its Comprehensive Halal Risk Management (CHARM) framework, and QR coded digital certificates for instant verification.
