About Halal Assessment Council (Guarantee) Limited
The Halal Assessment Council (Guarantee) Limited, abbreviated HAC, is a halal certification body based in Colombo, Sri Lanka. It was incorporated as a company limited by guarantee under Sri Lanka’s Companies Act No. 7 of 2007, and it took over halal compliance certification from the All Ceylon Jamiyyathul Ulama, which stopped issuing certificates at the end of 2013. The body was set up by eleven founder members drawn from academia, business, professional organizations, medicine, and technology, and it has also operated under the name Halal Accreditation Council, which still appears in older coverage and overseas directories.
Certification centers on the food and beverage sector, with supply chain audits that HAC describes as following a farm to fork approach. The published process runs through twelve steps, from initial inquiry and a letter of intent, through an induction programme, technical evaluation, and a certification audit, to certificate issue, announced and unannounced periodic audits, and renewal. HAC reports a staff of around forty, including food technologists, and states that it serves roughly 230 clients whose output accounts for a large share of Sri Lanka’s food and beverage exports.
HAC states it is accredited by the GCC Accreditation Center on the basis of GSO 2055-2:2015 and ISO/IEC 17065:2012, covering the six Gulf Cooperation Council states, and lists recognition from MUI in Indonesia, ESMA in the UAE, MUIS in Singapore, and CICOT in Thailand alongside its Malaysian standing. Its own management system is certified to ISO 9001:2015.
