About CICOT

The Central Islamic Council of Thailand (CICOT) is the national Islamic authority of Thailand, constituted under the Administration of Islamic Organization Act B.E. 2540 (1997). Its president is the Sheikhul-Islam of Thailand, appointed by His Majesty the King, and its board is drawn from the provincial Islamic committees across the country. Among its statutory duties is issuing halal product certification, which makes CICOT the sole halal certification authority in Thailand.

CICOT set nationwide halal certification regulations in 2001 and consolidated them in 2009 through the Regulation of Halal Affair Management, standardising quality control and a single national halal logo. That mark, the word Halal in Arabic within a diamond frame above the council’s name and a CICOT.HL certificate code, appears on certified Thai products worldwide. Certification covers slaughtering, production processes, and finished products assessed against THS 24000:2552, the Thai general guidelines on halal products. Two institutions strengthen this system. The Halal Standard Institute of Thailand, created by a Royal Thai Cabinet resolution in 2002, develops Thai halal standards aligned with OIC/SMIIC requirements. The Halal Science Center at Chulalongkorn University, established in 2003, contributes laboratory testing and halal science expertise, a pairing of religious authority and scientific verification that has become a signature of Thai halal certification.

As a state-level authority, CICOT deals with counterpart national bodies on equal footing, and its listing in JAKIM’s registry reflects recognition between peer national institutions rather than an accreditation of a private certifier.

Frequently asked questions

Is CICOT recognised by JAKIM?

Yes. The Central Islamic Council of Thailand (CICOT) appears on JAKIM's official recognition list of international halal certification bodies, gazetted under Malaysia's Trade Descriptions (Certification and Marking of Halal) Order 2011, as at 30 January 2026.

What does JAKIM recognition mean for CICOT?

JAKIM (Department of Islamic Development Malaysia) is widely regarded as the industry's most influential halal authority. Its recognition means halal certificates issued by CICOT are accepted for products entering Malaysia, and it serves as a strong third-party credibility signal in the global halal trade.

Where is CICOT based?

The Central Islamic Council of Thailand (CICOT) is based in Thailand at 45 Moo 3 Klongsib Nongchock, Bangkok 10530 Thailand.

Is CICOT recognised outside Malaysia?

Yes. Besides JAKIM, The Central Islamic Council of Thailand (CICOT) appears on MUIS Singapore's Recognised Foreign Halal Certification Bodies list (valid to 2029-01-21), so its halal certificates are also accepted for the Singapore market. Recognition by two national authorities is a strong dual-market credibility signal for exporters.

Is CICOT a government agency or a private certifier?

Neither in the usual sense. CICOT is Thailand's national Islamic council, a statutory non-profit body created by the Administration of Islamic Organization Act B.E. 2540 (1997) and chaired by the Sheikhul-Islam, who is appointed by His Majesty the King. It is the sole authority for halal certification in Thailand, with its work partly supported by the government.

What roles do the Halal Standard Institute of Thailand and the Halal Science Center play?

The Halal Standard Institute of Thailand, approved by a Royal Thai Cabinet resolution in 2002, supports CICOT in developing Thai halal standards and guidelines in line with OIC/SMIIC standards. The Halal Science Center at Chulalongkorn University, established in 2003, provides laboratory analysis and scientific support that underpins certification decisions.

How can buyers identify a genuine CICOT halal mark?

The Thai halal logo shows the word Halal in Arabic inside a diamond-shaped frame, with the name of the council beneath it and a certificate code beginning with CICOT.HL followed by a product number.
