The Halal Certification Agency Vietnam (HCA), known locally as Van Phong Chung Nhan Halal, was established in 2007 by Mohamed Omar, a Muslim professional with long experience in Vietnam, and describes itself as a pioneering halal certification organization in the country. It operates under the stated principle of fairness, transparency, and professionalism, and is authorized to perform conformity assessment services under Decree 107/2016/ND-CP of Vietnam’s Ministry of Science and Technology.
HCA certifies food and beverages, agricultural products, pharmaceuticals, cosmetics, packaging, and food service and accommodation operations, with a strong focus on Vietnamese producers exporting to Muslim majority markets. Its certification programs are aligned to destination markets: assessments reference the Malaysian standard MS 1500:2019, the Gulf standard GSO 2055-1:2015, and Indonesia’s BPJPH Regulation No. 20 of 2023.
