Its roots lie in Junta Islamica de Espana, the religious organization founded in 1989 under the leadership of Mansur Escudero that co-signed Law 26/1992, the cooperation agreement between the Spanish State and the Islamic Commission of Spain. Junta Islamica created the Instituto Halal as a certification entity to guarantee the right of Muslims to food produced in accordance with their religious precepts, and the body manages the Marca de Garantia Halal de Junta Islamica, the halal guarantee mark applied to foods, products, and services in Spain, across the European Union, and for export to Muslim majority markets. Beyond Spain, it has maintained offices in Mexico since 2016 and in Portugal.
